Every source, and what it is permitted to support

This is not a bibliography. Each entry records the specific class of claim that source may be used for, and how many pages across the platform actually rely on it. A citation that supports nothing is removed; a claim class with no qualifying source is not published.

Compliance is enforced before every deployment: the built HTML is scanned and the build fails if any citation points outside the approved hosts, if a registry entry is unused, or if a page makes a claim its sources do not cover. See citation standards for the rules.

State agencies we route to rather than restate

Operational detail — fee schedules, renewal cycles, form numbers, application requirements — changes without announcement, and this build environment cannot re-verify it. Rather than publish a figure that will quietly go wrong, each state centre names the body that holds the current answer.

Sources we refuse

Competitor content. Another mitigation company’s page is marketing whatever it asserts, and citing it would launder a sales claim into an apparent fact.
Aggregators and unattributed industry statistics. If a figure cannot be traced to the body that produced it, we do not publish the figure.
Our own pages, as evidence. Internal links are navigation, not sourcing, and we do not present them as such.

A limitation we state rather than imply away

Citation URLs are recorded in their canonical published forms and are not re-fetched during the build, because this build environment has no outbound network access beyond package and source repositories. A link could in principle go stale between our recording it and your clicking it. We would rather tell you that than imply a live check we are not performing.
