Builder-installed stacks are built to a construction standard rather than to your house's measured conditions, and a few underperform the moment a fan is applied.

No — that is a passive rough-in, the costly infrastructure already installed but not a working system. There is no fan moving air and no measurement confirming a result. Test the house first; if the reading is elevated, activating the stack is usually the cheapest fix available in this metro, and the post-mitigation test is what proves it worked.

We are buying in Council Bluffs instead. Do the same rules apply?

No. Council Bluffs is in Iowa, and an Iowa property is governed by Iowa disclosure practice and Iowa certification for paid measurement and mitigation. A Nebraska credential does not carry across the river and vice versa. In a metro that spans a state line, confirm which state the property is in before assuming which rules and which credential apply.

Why does the fan go in the attic rather than the basement?

Everything downstream of the fan is under positive pressure. Put the fan in the basement and that pressurised run sits inside your living space, so any loose joint pushes soil gas into the house instead of out of it. Attic, garage, and exterior wall are the legitimate locations. A bid proposing a basement-mounted fan on a house system is one to decline.
