Does new construction change the answer?
A new house is not a low-radon house. Chicagoland subdivisions permitted since roughly the mid-2010s often include a passive radon rough-in — a capped pipe running from beneath the slab to the attic — and homeowners frequently assume that pipe is a working system. It is not. There is no fan, nothing is moving, and no measurement has confirmed anything. What the rough-in does provide is the expensive infrastructure, so activating it is usually the cheapest legitimate path to a mitigated house in this market. Test first, then activate if the number calls for it, then verify.
When to test in Suburban Chicagoland
January through March gives the most conservative reading in the collar counties: the house is sealed, the furnace is cycling, and stack effect pulls soil gas upward hard. That is the number worth making a decision on. The complication here is the selling season — inspection volume peaks in spring, exactly when open windows and showings make closed-building conditions hardest to hold. If you are testing inside an inspection window, coordinate the twelve-hour closed period with the listing side in writing before the detector goes out.

Which parts of Chicagoland test highest?
There is no reliable town-level ranking, and anyone offering one is guessing. What does shift the odds is the house: full basements, occupied lower levels, and tight construction all raise indoor concentrations relative to an identical house nearby without them.
Does the attorney review period change how radon gets handled here?

Chicagoland transactions run through attorney review, which means an elevated result usually surfaces while both sides are already negotiating inspection items. That compresses the schedule and pushes deals toward a written quote plus a negotiated credit rather than a seller-completed installation. My house has a sump pit. Is that good or bad for radon?
Both, and which one depends on the lid. An open sump pit is a large permanent opening in your floor and works against any system. A sealed, gasketed pit fed by a perimeter drain-tile loop is the best suction location most Chicagoland basements have — the loop distributes the fan's influence across the entire footprint from a single point. The pit itself is not the problem; leaving it open is.
