Where EPA’s 4 pCi/L action level comes from

Almost every radon decision in the United States turns on one number, and almost everyone misreads it. EPA recommends taking action to reduce indoor radon at 4 picocuries per litre. That is widely understood as the point where radon becomes dangerous. It is not.

Understanding what the number actually represents changes two practical things: how you read a result of 3.8, and how much weight you give a single short-term test. Both are worth getting right before you spend money.

It is an action level, not a safety threshold

EPA has consistently framed 4 pCi/L as the concentration at which it recommends acting, chosen with reference to what mitigation can reliably and affordably achieve in a typical house. It is a decision rule for a national programme, not a biological boundary.

EPA is explicit that risk does not begin at 4 and end below it. Its guidance recommends considering action between 2 and 4 pCi/L, and states that reducing levels further is beneficial. A number below the action level means no action is recommended; it does not mean the exposure is nothing.

This is why a contractor who tells you 3.9 is fine and 4.1 is an emergency is describing a threshold rather than a risk gradient. The honest version is that both numbers sit in a continuum, and 4 is where public-health guidance says the arithmetic of acting starts clearly favouring action.

Why the 2–4 band exists

The consideration band is the part of the guidance most often dropped from marketing copy, and it is the part that matters most to households in the middle. EPA suggests weighing action between 2 and 4 rather than treating that range as settled.

What tips that judgement is usually not the number itself. It is who lives in the house, how much time is spent on the lowest level, whether a basement is about to become a bedroom or a family room, whether anyone in the household smokes — EPA describes radon and smoking as compounding risks — and how long you intend to stay.

A household planning to finish a basement and put children in it has a different answer at 3.2 than a household that uses the same basement for storage and is moving in a year. Both answers are defensible. Neither is dictated by the number.

One test is a sample, not a property of the house

A short-term measurement reports an average over its exposure period under the conditions that prevailed. Those conditions move: heating-season stack effect pulls harder on the soil, falling barometric pressure pushes more gas toward the surface, frozen or saturated ground caps the escape routes it would otherwise use.

The practical consequence is that a house genuinely near the action level can land on either side of it depending on the week it was measured. If your result is 3.6 or 4.4, the most useful next step is usually a second measurement — or a long-term detector over ninety days or more — rather than a decision made on the first number alone.

For a result well above the action level, that variability is not a reason to wait. Weather moves a reading; it does not turn a 12 into a 3.

What the number does not tell you

It does not tell you what the rest of the house reads. Measurement convention puts the device on the lowest lived-in level precisely because that produces a conservative, comparable figure across houses — not because upstairs exposure is the only thing that counts.

It does not tell you what your neighbours will read. Soil permeability under your own footprint, the openings through your slab, and how hard your house draws air downward are all address-specific.

And it does not tell you what a system will cost. That turns on foundation type, whether there is a crawl space, access, and how many suction points a diagnostic indicates — not on how far above 4 the reading sits.

What would change this page

Where 4 pCi/L comes from: common questions

Is 3.9 pCi/L safe?

No result is described as risk-free, and EPA specifically recommends considering action between 2 and 4. A 3.9 means no action is formally recommended, which is not the same as no exposure. Whether to act is a household judgement that turns on who lives there, how the lowest level is used, and how long you plan to stay.

Why not set the level lower if lower is better?

Because an action level has to be achievable at scale. It was chosen with reference to what mitigation can reliably and affordably deliver in ordinary houses. Guidance separately encourages reducing further where practical, which is why systems are commonly designed to get well under the number rather than just past it.

Our two tests straddled 4. Which one counts?

Compare the conditions before the numbers: placement, duration, season, device type, and whether closed-building conditions held. If both were properly run and still disagree, a third short-term test on the lowest lived-in level is the standard tie-breaker, and a long-term detector gives you the annual picture.

Does the action level apply to rentals and workplaces too?

The 4 pCi/L recommendation is EPA guidance for homes. Requirements for schools, childcare, and workplaces are handled separately and vary by state, so those questions belong with the relevant state programme rather than with residential guidance.
