Can I still use the crawlspace for storage after a membrane goes in?

Usually with care. A mitigation membrane is a sealed barrier, and dragging boxes across it or setting sharp objects on it creates the leaks the whole system depends on avoiding. If you need to use the space, tell the contractor before installation — heavier material, protective walkways, or a different layout can be specified up front far more cheaply than repaired later.
